Accession of the Czech Republic, Hungary, and Poland to the European Union: Impacts on Agricultural Markets AgEcon
Fuller, Frank H.; Beghin, John C.; Fabiosa, Jacinto F.; Mohanty, Samarendu; Fang, Cheng; Kaus, Phillip J..
Using a world agricultural multimarket model, we analyze the consequences of enlargement of the European Union (EU) to include the Czech Republic, Hungary, and Poland for agricultural markets. We produce a market outlook through the year 2010 for two enlargement scenarios, which are based on different assumptions regarding the restrictions on grain and dairy production in the acceding countries. In both scenarios, accession of the three Central and Eastern European countries (CEECs) leads to a permanent but moderate decrease in EU prices for virtually all commodities. For the three acceding CEECs, domestic prices increase dramatically. Their final consumption of agricultural products decreases in most instances, while production rises. Higher domestic...

CFD Model of Regenerative Heat Exchanger CIGR Journal
Kic, Pavel.
This paper is focused on the Computational fluid dynamics (CFD) modeling of regenerative heat exchanger suitable for animal houses. Buildings used for housing of animals in farms with intensive breeding, like poultry or pig houses, are characterized by high generation of heat inside, partly produced by animals, and in the case of small young animals, supplemented also by heating. On the other side these buildings need intensive ventilation which causes big losses of energy by exhausted air. A good way how to reduce heat losses can be the use of technical systems of heat recovery. There are two principal constructions of heat exchangers for heat recovery. There are either recuperative or regenerative heat exchangers. Industrially produced heat exchangers,...

ENTWICKLUNG DES TSCHECHISCHEN ZUCKERSEKTORS SEIT 1989 AgEcon
Bavorova, Miroslava.
The breakdown of the planned economy in the Czech Republic induced many changes for the Czech sugar industry. Successful restructuring should foster competitiveness of sugar production and processing. Another target of the sugar sector is its preparation for EU-accession by adjusting to EU market regulations. Consequently, the liberal sugar market policy which was introduced shortly after 1989 was transferred into a system with price and quantity control. Today, this policy differs only in degree from EU market policy. The processes of privatization, restructuring and modernization have been conducted successfully in the nineties. International investors made significant contributions, especially by investing in sugar processing. Despite of a favorable...

Future and Past Effects of the Common Agricultural Policy in Czech Republic AgEcon
Sahrbacher, Christoph; Jelinek, Ladislav; Kellermann, Konrad; Medonos, Tomas.
The paper discusses the impact of the implementation of the EU Common Agricultural Policy on Czech agriculture with a special emphasis given to the effects resulting from the application of current direct payments system. Two approaches were applied: in an ex post analysis we address how accession have so far influenced structural changes income situation and production structure. Secondly, in an ex-ante analysis we apply the agent-based model AgriPoliS to simulate the impacts of decoupling top-ups on structural change and farm income. In the ex post analysis it has been observed that production decisions are strongly influenced by top-ups. Furthermore, the model shows that accession slows down structural change while decoupling of top-ups in 2009 will not...

Impact of public subsidies on farms’ technical efficiency in New Member States before and after EU accession AgEcon
Latruffe, Laure; Bakucs, Lajos Zoltan; Bojnec, Stefan; Ferto, Imre; Fogarasi, Jozsef; Gavrilescu, Camelia; Jelinek, Ladislav; Luca, Lucian; Medonos, Tomas; Toma, Camelia.
This paper presents some results of a two-year (2006-2007) research project supported by the French Ministry of Research’s funding program ECONET. One of the project’s objectives was to investigate the determinants of farm technical efficiency in New Member States before and after accession to the European Union, and in particular the role of public subsidies on this performance variable. Four countries were considered: Hungary, the Czech Republic and Slovenia, who acceded to the EU in 2004, and Romania, whose accession was in 2007. The study found that subsidies had a negative impact on farm technical efficiency in Hungary over the period 2001-2005, in the Czech dairy corporate sector over the period 2000-2004, in Slovenia over the period 1994-2003, and...

Mathematical Model for Optimal Arrangement of Milking Parlor CIGR Journal
Pavel Kic.
Milking is a key operation on dairy farms. The capacity and function of milking parlor influences production conditions (time of operations, needs of labor, total costs), so actually it affects the efficiency of the whole dairy farm. This paper presents a structure and principal parts of mathematical model which was created with the aim to enable to farmers and designers to choose suitable type of milking parlor for specific farm conditions. Three principal questions important for optimization of milking parlor are: technical parameters, indicators of labor productivity and economic criteria. The model structure was created with the aim to find the answer to all of them. The model includes in calculation main parameters of typical arrangements of milking...

Ownership and Investment Behaviour in Transition Countries: A Case Study of Collective and Corporate Farms in the Czech Republic AgEcon
Curtiss, Jarmila; Ratinger, Tomas; Medonos, Tomas.
Cooperative and corporate farms have retained an important role for agricultural production in many transition countries of Central and Eastern Europe. Despite this importance, these farms' ownership structure, and particularly the ownership's effect on their investment activity, which is vital for efficient restructuring and the sector's future development, are still not well understood. This paper explores the ownership-investment relationship using data on Czech farms from 1997 to 2008. We allow for ownership-specific variability in farm investment behaviour analyzed by utilizing an errorcorrection accelerator model. Empirical results suggest significant differences in the level of investment activity, responsiveness to market signals, investment...

Partial equilibrium model of Czech beef trade AgEcon
Maly, Michal; Mala, Zdenka; Sobrova, L.; Halova, P..
The paper is focused on the modeling of a partial equilibrium on the beef market in the Czech Republic. The goal of the paper is a construction and a quantification of a partial equilibrium model of mentioned trade, used for simulation purpose and enabling delimitation of main determinants of beef supply and demand. Data was gained from standard statistical reports of the Ministry of Agriculture and from Statistics of Households Accounts from the year 1995 – 2009. Proposed model respects three levels of beef chain – farmer, processer and consumer. Simultaneously, it respects trade flows on an open market. From the functional point of view, it respects nonlinearity of suppose relationships. The model was quantified by OLS with respects of recursive...

Performance of Different Institutional Units in the Czech Republic and the Role of External Financing AgEcon
Davidova, Sophia; Latruffe, Laure; Ratinger, Tomas.
The paper analyses the relationship between the financial structure of the different institutional units in the Czech Republic and their performance, by testing several theoretical hypotheses. It employs Data Envelopment Analysis to estimate separately corporate and individual farms' technical efficiency, and investigates the effect of indebtedness on efficiency in a second stage, accounting for potential endogeneity. No substantial differences were detected between individual and corporate farms. For both groups higher long-term indebtedness negatively affects farm performance (agency theory and adjustment hypothesis), while the latter is used for appraising loan applications (credit evaluation). Case studies to banks and farms confirmed these findings.

PUBLIC ADMINISTRATION INTEGRATION IN THE COUNTRIES OF THE EU – THEORY AND PRACTICE OF PRINCIPLES FOR ENHANCING THE PARTICIPATION AgEcon
Spacek, David.
Public administration has been influencing society and individual citizens (or just "people”) since its beginning. In the theoretical or rhetorical as well as practical level, administrative activities were exercised in the way that can be described by principles in the most general (abstract) level. In relation to the values of democracy, the principles that may enhance the participation – it means the democratic character – of decision/policy making should be stressed. Although they may be explicit or implicit part of constitutional document, there practice is often very young and therefore it may be insufficient. The utilization of foreign top-down and bottom-up experience and – particularly with regards to the European integration – the cross-boarder...

SOCIAL CAPITAL AMONG AGRICULTURAL PRODUCERS IN THE CZECH REPUBLIC: ITS IMPACT ON ECONOMIC PERFORMANCE AgEcon
Wolz, Axel; Fritzsch, Jana; Pencakova, Jitka.
The change of the political regime from the socialist central planning system to a market economy and pluralistic society required the reorganisation not only of agricultural production, but also of the organisations in their support. In the Czech Republic, agricultural production is characterised by a dualistic structure in these days, i.e. private farmers on the one side and corporate farms on the other. However, among both groups some had been economically more successful than others. In general, a varying adoption of production factors, i.e. land, labour and capital is identified as being of influence. Whether their ability to collaborate with other farms is an additional factor, which has been discussed under the concept of social capital since quite...

STRUCTURAL SOCIAL CAPITAL AND ECONOMIC PERFORMANCE: FINDINGS OF EMPIRICAL FARM DATA IN THE CZECH REPUBLIC AgEcon
Wolz, Axel; Fritzsch, Jana; Pencakova, Jitka.
With the change of the political regime in Central and Eastern Europe, both managers of corporate farms and newly established private farmers had to adjust to the rules of the market economy. Among both groups, some are economically more successful than others. In general, a varying adoption of production factors is identified as being of influence. Whether their ability to collaborate with other farms is an additional factor which has been discussed under the concept of social capital since quite some time will be analyzed in this paper. Based on the findings of a survey among a sample of 62 farms in the Czech Republic it can be shown by adopting factor and multiple regression analysis that social capital is indeed a significant factor determining the...

The Impact of Social Capital on Agricultural Income Among Corporate Farms in the Czech Republic AgEcon
Wolz, Axel; Fritzsch, Jana; Reinsberg, Klaus.
In the Czech Republic, agricultural production is still dominated by corporate farms. However, not all of them had been equally successful, economically. In general, a varying adoption of production factors is identified as being of influence. Whether their ability to collaborate with other farms is an additional factor which has been discussed under the concept of social capital since quite some time will be analysed in this paper. Based on the findings of a survey among a sample of 166 corporate farms by adopting factor and multiple regression analysis it can be deduced that social capital is indeed a significant factor determining the level of agricultural income.
